Fate of the State Corporations

Russian business news portal Slon.ru got a hold of the draft privatization plan for the State Corporations, which is due to be submitted to Pres. Medvedev on March 1st.  In its current form, the plan foresees the privatization/elimination of most of the goskorporatsii within the next five years.  The plan for each entity is as follows:

  • Deposit Insurance Agency (Агенство по Страхованию Вкладов) – introduce a Federal Law to transform the agency into a public company (юридическая компания публичного права); time-period for completion is not set
  • Fund for Housing Reform (Фонд Реформирования ЖКХ) – will be liquidated by 2013
  • Olimpstroi (Олимпстрой) – will be liquidated by 2015
  • Rosnanotekh (Роснанотех) – convert into a joint stock company by the fourth quarter of 2010
  • Rosavtodor (Росавтодор) – convert into a joint stock company by the fourth quarter of 2010
  • Vneshekonombank (Внешэкономбанк) – by 2012 wrap up commercial functions and relevant assets of its subsidiaries.  Then convert the company into a commercial or public law form
  • Rostekhnologii (Ростехнологии) – convert into a joint stock company by 2014
  • Rosatom (Росатом) – by 2011 take a decision on the feasibility of combining the functions on administrative-governmental activities and commercial activities
